I know next to nothing about CIS, but can't you 'bounce' the plate  
via the mixture adjustment hole?

We did this once with a 4000 turbo conversion that wouldn't start;  
after bouncing the plate, it'd start and idle (it would then get  
stuck and run super-rich on the track, however.)
