Uh, yeah, ok.  Are you measuring the control actuator current at "idle" 
yet?  I put idle in quotes, because your ecu does not know it's supposed 
to be idling...

Well, that's half right.  You should hook up that advance line.

It should be cycling, roughly over a .2 to .7 volt range, over a couple 
of seconds per cycle.  If it is steady, the "system" is not working right.

Without the closed throttle switch, the ECU does not even know you are 
idling, when it does know, it does a few things - one is to cut the fuel 
radically over about 1400 rpms, to bring the revs down.  Another is to 
run the ISV to maintain idle rpms.

Well, yes, I wouldn't expect it to "work" as currently set up.  You need 
to get that CIS-E system all the signals it needs, and hook up all its 
outputs correctly.  Surely you can make some brackets for the idle and 
WOT switches?

It could be, but with the CIS-E not being all connected, and the static 
mixture setting perhaps still being wrong, there's no way to know yet. 
You could still be way too lean or rich.

Treat the car as if you are simply running a stock engine with CIS-E - 
ie, get the CIS-E "troubleshooted" and running properly first.  Then 
worry about any other factors that may be due to your having added a 
turbocharger.
