fuel pump relay

My 85 4kq fuel pump stopped coming on so I confirmed there was no power at the 
pump with a multimeter.  I replaced the fuel pump relay and the car started 
right up... a few times.  Now the fuel pump isn't coming on again, but I haven't 
tested for power yet.

If the pump is going out would it blow the relay?  Is there a way to test for 
this?  Do I need to start looking for a short somewhere?
