fuel pump relay

I spoke to a local Audi tech and he says the pump is not likely to cause a
relay to blow, and the fuse box is more likely to be the problem. At this
point I am planning to start testing for shorts, but I wanted to see if this
jives with the experiences of folks on the list.
Any pointers or recommendations of short testing tools would be appreciated.
