Fuel distributors have stopped a few cars in their tracks that I know 
of, over the years.  You might try cleaning it - remove the big black 
hose off the top, and work the action (lift plate by center nut with 
needle nose), spray some carb cleaner around, wipe off any goo, etc.

I wouldn't waste time on that, since the shop already eliminated vacuum 
leaks as a cause.  It's hard enough to torque them just right so they 
don't leak oil, I'd leave it alone - unless it's making an oily mess...

You might also have an ignition switch problem?  No power to ECU/etc. 
when in "Run" but ok in "Start"?
