high beams won't turn off!

Hi all!

Long time no see.  Hyatt (1990 200 wagon) has been running perfectly
for a few years (yeah, weird, I know) and I've more or less switched
over to a bike for around town.

But here's an exciting one:

About 5 years ago I installed the Blaufergnugen Euro headlight kit,
including their wiring harness and relays.  What do you think: is the
following problem due to that?

My high beams won't turn off.  I got home tonight after an 8-mile
trip, and turned the car off, and found that the lights were still on.
I flicked some switches, and found that the lights were still on.  I
drove around the block, trying to hit a few potholes, and flicked some
more switches.  Guess what?  Yup.  I disconnected the battery (!), and
when I reconnected it the high beams were _still_ on.  The onboard
diagnostic voltmeter in the radio had the voltage had below 10 before
I trekked into the shed to find a wrench.

I've seen this once before, and it just went away after I turned off
the car and waited a few minutes (maybe the batteries drained enough
to release a sticky relay?).

1) Is there anything else it might be?

2) Is blauparts.com the same Blaufergnugen that sold the headlight
   kits 5 years ago?  I don't see those on the new site...  Anything I
   should know about calling them?

3) And of course: has anyone else here seen this?  If it's a known
   problem, is there a workaround?  I probably didn't spend enough
   time in the archives, but this has nothing to do with my handbrake.
