I've been vising half a dozen Ford truck "enthusiasts" forum sites. Found
several folks with similar problems, but no real solutions.
I haven't tried the adjustment approach WITH THE KEY ON, but will. An indy
familiar with these 1995 Ford products says it's probably a bad
switch=$130+ for the part plus half an hour labor(if you know your way
around the vehicle--I have no clue to even pulling the plastic dash apart).

My A4 (Audi content) does the same thing with the headlights. They won't
come on (sometimes) and I just release the steering wheel lock pull
in/out/up/down and then they work. You have a bad connection. Turn on the
key and
the turn signals and start moving the steering wheel, you may find the
sweet
spot. It could be a common problem. Search one or the many Ford Truck/Van
sites such as _http://www.ford-trucks.com_ (http://www.ford-trucks.com)
...it could be a simple fix.
