Yes.  But the intake will be a bear, you really want an NF motor, same 
2.3 high compression etc., but the same intake manifold as the 4kq.

ECU and harness would be nice, fuse box not necessary.  ECU and harness 
are optional if you can always get good gas (the thing you lose is the 
knock sensor/timing retard feature).

NF/NG will run fine on the 4kq CIS-E management.

I think you'd use the 4kq flywheel/clutch/etc.

15 hp.  Doesn't sound like much, but it's over 10%.  Not much point in 
doing it unless you "have to" do something, like, say, you have a bad 
exhaust manifold stud.
