I second Teddy's comments there, maybe you can return it and get your $16.99 back?
I have bought one 50-70 dollar jack at Costco, and have also bought a 50-70 dollar jack at Sears (Craftsman). Admittedly both are fairly cheaply made, but are stable enough for most work when combined with proper jack-stands. I think this is about the minimum price/quality point I'd go for. Both these jacks do exhibit creep-down from time to time so I definately always use at least one jackstand when I have a body-part under the car...
Then again, if you're religious with your jack-stands, the $16.99 jack might be good enough (as in, NEVER let that cheapo jack hold up the car for any other reason than inserting or removing a jack-stand)

with cheap tool buying, there are hits and misses. i think a $16.99
floor jack qualifies as a miss. BTDT. a big problem with cheap jacks

i highly recommend you go to costco and buy the 3-ton floor jack for
$59. the lift capacity doesn't really matter, but it is much more

there are plenty of places to cut corners on your tools, but be careful
doing that with jacks and jack stands. your life depends on it.
