[s-cars] Temp Gauge Doesn't Move in COLD Weather

I had the bad thermostat symptoms - actually still have them. I replaced
the T-stat but nothing changed. I know, sometimes, new T-stat can be
bad. The problem is I have changed 4 T-stat in the last 3 years with the
same results: one on my girlfriend's Jetta, two on the 90Q20V and one on
the S6. The 4 T-Stat was coming from different suppliers so I doubt the
four was bad. Each time, the coolant was flushed and the second T-Stat
on the 90Q20V came with a new MFTS as well. I had some luck changing the
second T-Stat with the MFTS on the 90Q20V but it lasts only a few weeks
before the gauge started reading low temp again. The vents blows hot air
after a few minutes on each car and the oil temps are rock steady on the
two Audis after 4-5 min.
So, it seems the bad T-Stat symptoms can have another culprit on
Volks/Audis but which one? Any idea?

This could be the multi-malfunction switch. If it's the switch the
guage will work intermittantly or not at all. If the guage is working
but staying near the bottom and dropping while cruising on the highway
it's most likely the t-stat. When the t-stat is bad the temp will be
very dependant on wether the car is moving or still. The car will heat
if it is stationary or in-town driving even with a bad t-stat.
