I regret to say this but the most probable reason is outlined in your
last paragraph :)

- You have a 3 bar chipset that needs a WG spring???
- That setup is putting out 28psi boost?
- On the stock K24 turbo?
- Yet you are complaining about the lack of power?

Somethng is seriously wrong here. Methinks, the car is trying to tell
you something, Mark. For how long have you had this setup? I am very
surprised that it has not blown up yet.
