I should have caveated my statement. It might (I haven't tried it), but the cold side size would have to be so large that a number 8 hot side would make much more sense. It is "Too much exhaust gas out of that little hole" (There Pizzo, now there is some to material to get you formally kicked off list :^) ).
In fact, that is the primary reason the number 8 turbine is often clipped 10 degrees on the Garrett hybrids, to allow gas to pass.
