For that vintage of HIDs there were no self leveling systems.  There were leveling motors, which were on regular halogen lights as well, but they were manually controlled by a switch in the dash, and the level motors had a separate harness going to them.  Obviously the NA market doesn't have the headlight level motors as the gov't doesn't trust us to properly adjust our headlights, even though they are only intended to lower the aim to compensate for a heavily loaded vehicle.  And based on all the cars with aftermarket foglights that are aimed to the sky, I think they're right.
