Karl:  AFAIK, there is no clutch lock out switch. I start my CF 93 lots
of times in neutral with the clutch not depressed, e.g. when I am
working on the car and lean into the drivers compartment.  I agree with
Gabriel and Bill on the switch stuck on a killed your starter.
