he wanted a 2000 or newer.  $25k won't get you an E46 M3.  at that
price, he'd be looking at E36 - 1999 or older.  still nice cars.

you can get a WRX for around $15k-$17k these days.

the problem is, it's hard to get power/performance, refinement, and
reliability all in one package.  never mind the $25k limit.
