I have MTM 1+ and drive city/highway at about a 50/50 mix, pretty much always off and on throttle and I see between 19 and 22mpg all the time heavy footed too.  I think the MTM is programmed to run rich only at wide open throttle, other than that it's pretty normal, I do not feel that changing your chip will increase your mileage at all, it will only give you a sad face and maybe even perhaps WORSE mileage.
