[s-cars] fog lamps w/o low beams

I had run my 4KQ with no lows and fogs, as well as my A2 GTi
that way, when the weather demanded it (often when I lived in
the snow belt), and being able to run w/o lows truely does help.
I will admit, the US projectors are "less" of a problem than the
old traditional reflector low beams, but they still cause glare. That
being said, there real issue (through experimentation) seems
to be, at least in this area, fog. Surprisingly, in moderate snow
(which around here is all of the time) I have found with the
9011's, the extra reach of the H-beams seems to overcome
the glareback off of the falling snow, especially if you are looking
ahead (which you HAVE to do here because of the deer!). If I
hadn't tried it, I wouldn't believe it. Still, I'm hoping to figure out
the fog trigger pin on the relay and wire it to ignition switched
+12V. The Bentley CD hasn't helped me here, as it seems to
just send all of the non-grounded pins to the "Headlight Controller" 
blackbox. Great. Whatever happened to good old fashion relay logic?
