I've actually done this several times - when I was
having an issue with the cables attachment to the
frame.
1) You need a piece of stiff wire (I always use a coat
hanger) needs to be about 2 feet long with one end
having a 160 degree bend (1 inch long) - a hook
basically.
2) Remove belly pan
3) By lying under the car and lookihng up just to the
passenger side of the timing belt cover you will be
able to see the cable running along the front support.
 Reach up and hook it then pull down very forcefully -
needs to come down 4 inches or so.
4) that should be it.
The most likely source of the problem is the failure
of the plastic anchors.  I've used cable ties as a
temporary fix.  Good luck.
