Taka,
You could always do a little check by using a couple of jumper wires from 
the battery and connect them directly to the horn connections briefly to 
see if the horns are bad?   If you use a multi-meter and connect it to the 
positive side of the horn and a known good ground and get a Voltage 
signal  suspect is Ground wiring.  If you then check voltage across the 
connections of the horn and get good voltage the suspect would be the 
relay.  I once had back-up lights not turn on even though I had 12v to the 
light sockets.  It turned out that the switch on the transmission was 
corroded so not enough current could pass through to light the lights, but 
there was enough to show voltage at the light.
