[s-cars] T-belt service question - specifically the cam pulley

Did you mean the crank pulley and not the cam pulley?  If so, what you've described is what you need to do.  Rotate it around to get the crank lock in place, loosen the crank bolt, then re-align to TDC before removing the crank pulley.  No need to remove the cam pulley for the timing belt job.

I would suggest you put a block of wood underneath the crank lock tool where the bolt that ties to the engine block is.  Place it between it and the front support/subframe.  You need a fair amount of torque to loosen and tighten the crank bolt.  The lock tool for the 20V motors is only held in by a long cantilevered bolt and will flex a bit to the point that the bolt will bend.
