Well, if your balancer has failed you be hard pressed not to notice it...
unless you were some uber newbie tech that didn't know that the balancer
was not supposed to freely rotate on its own and/or wobble on the hub. 
;-)

I suppose if you were to ignore all that it might be possible...  it
scares me to think a mechanic wouldn't catch something like that though.
