FMIC would result in cooler intake temps regardless of level of boost....

I'm not quite sure I understand the question. Everything other than boost
itself, is a way that a motor could make more horsepower without increasing
boost. If everything is otherwise the same than I think whoever makes more
boost makes more power. But certainly there are situations where a motor
making 2 more PSI with no other mods would not make as much power as the
other which is fully decked out in other aspects.
