Bob:

Are you talking about where the downpipe connects to the turbo? If so, you
are correct, one of the nuts is hard to remove.

This nut is a different size and is smaller than the rest. Its called a low
clearance nut. You need to pick up a half moon wrench (aka obstruction
wrench) in the correct size (15 mm comes to mind) and take a MAPP torch to
it and bend it even more from 45 degrees to about 100 degrees. This will do
the trick.
