My +ive temp control sometimes does this too.  I don't know about the
fan, because I rarely adjust it manually.  Sometimes a full reboot of
the car will fix it, other times I just have to wait for it to start
working on its own.  I've got a spare head unit I've been meaning to
swap in, but have had more pressing issues to deal with.
