That's weird that the brakes don't self-clean.
Maybe you should try a new set of pads and see if that helps things at all.
I would not use stock Porsche pads if you're worried about dust.
Your description of the pads not working sounds like your pads have lost
friction somehow- OEM pads work very well in wet and cold w/o issues.
BTW, if the car isn't driven much- when is the last time you've flushed the
fluid?
