Hopefully you'll be able to get it loosened with some Kroil/PB
Blaster/etc, but if you do find yourself needing to replace the hard
line do yourself a favor and avoid the $25 flaring tools that everybody
sells.  They're all the same and they all suck.  Absolutely worthless on
steel lines.  Good luck trying to get a good flare with them.  Believe
me I've tried.  Out of 10 tries you might get one or two passable
flares.   The only thing I've found that does a good job is a hydraulic
flaring tool like this.  Works every time.

Not cheap, but you get what you pay for.  You can find it for around
$280 if you hunt around.  It's possible that Mastercool makes a kit that
is just for metric bubble flares so you don't have to pay for all the
extra dies you don't need, but I couldn't find one.

Now, if you are at the point where you will be replacing a significant
amount of line rather than just cutting off about a 1/2" and recrimping,
then get yourself some Cunifer copper-nickel line
(http://www.fedhillusa.com/).  It's an absolute joy to work with, and
with this you may actually be able to get a decent flare with the cheapo
flaring tools.  Though, unless you're replacing the entire section of
line, you'll still need to deal with flaring the steel line at some
point.
