 Clean the threads of those 6mm bolts really well, run them in hand tight, a couple 1/4 turns with the box wrench, yer done.

Thanks for all the comments Fred. Unfortunately, I had already swapped the crank 

sprockets (old

 for new) prior to the timing belt installed.  I played around momentarily using 

the old one (which was

 perfect, no cracks) but decided to follow your instructions rather than remove 

the new sprocket

 from the dampener/serp pulley.  The belt, pulley/sprocket and lower guard are 

on (and those tiny

 bolts Loctited) but the second guard bolt sure took some time. If they make a 

10 mm racheting box

 end, that certainly would have helped.  Oh well, maybe next time (Ha).
