Yes, unfortunately- I had a similar issue with my 996 caliper upgrade on my
former 200.

I can't explain why- it definitely is unusual for a fixed caliper to wear
like that. I don't think you can swap inner and outer- the pads are slightly
different.

It could be that the brackets don't center the caliper on the rotor?
