Agreed... they will absolutely choke power. Feeling with your hand at the tailpipe can sometimes give you a clue. If the exhaust feels like an absolutely even stream of flow, as opposed to noticeable pulsing, that's usually a sign. Also, that even stream can often seem abnormally hot.
FWIW.
If you have someone follow you while you do a full throttle acceleration, it should also sound like it's wheezing.
Certainly worth a shot, and a very good idea to check.

Clogged cats usually make it very difficult to build rpms in the engine. I
agree with Josh, a lot of times both cats will fail soon after one another-
anything that causes the destruction of one cat will likely destroy the
other one as well, unless you had a hard impact physically on one cat only.
It's usually hard to hear a clogged cat IME, although sometimes you can
hear the substrate rattling around in the case if the material has come
loose.
