You've gotten lots of responses on whether using used cats is legal (it
isn't) but what makes you so sure your cats are bad? A sulfurous odor is
sometimes normal, and not an indication of failure. On the other hand if
you're getting raw unburned fuel odors, that could indicate cat failure,
though this would usually be accompanied by another fault such as a misfire
that caused the failure in the first place.

If you happen to have a thermal imaging camera or a non-contact IR
thermometer, you could probably determine if the cats are basically
working, as they should be significantly hotter than the pipe leading into
them.
