Yes I would definitely remove the rail, as you will want to clean out the loose filings that will fall inside.  As I recall, I drilled perpendicular to the flat surface on the front of the rail.  Make sure you rinse out the rail really well to remove the filings.  A small magnet will also help.

Mike, Jerry,  thank you very much! Two questions:  1)  Do I need to remove the the rail for drilling/tapping?  2)  To make sure I understand where right place for tapping is,  as it not visible on the picture:  
was drill bit co-axial with the largest dimension of the rail or perpendicular ?  I have no clue about walls thickness.
