I have a call into my dealer regarding how the "new" vehicles that were
previously held are being handled since I believe they will all require an
emissions compliant repair once the EPA approves it.  The repair cannot
impact performance/mpg more than 5% or VW must pay additional
compensation.  With regards to the used market, I would start by checking
the carfax regarding ownership, and then you can "start" a claim using any
vin on the portal and receive an estimate for the claim total since all
previous owner/lessee claims must have been filed by May 1st.  If the
previous owner/lessee did not file in time, you would see the full payout
amount.  In terms of previous owner/lessee claims, I believe any lessee
could have filed a claim and only a previous owner who sold after 9/18/15
and/or 11/2/15 but before 1/31/17 would be eligible, but if they did not
file a claim my 5/1/17 they have no recourse.  The update has not yet been
approved by EPA so details are scarce, but it supposed to be software only
which is believed to involve increase consumption of DEF fluid.  An
extended warranty will be added at the time of  the fix to cover any issues
this creates.  Also there is a bridge warranty of new car and powertrain in
effect for these vehicles until the fix is approved and/or completed.  So
you basically have a car with full warranty regardless of mileage.  The
documents are all on the court settlement site.  I will update with more
details when I hear back from the dealer.
