A higher wattage bulb will draw more current and the volt drop would be
worse.
What about the other lights in the same cluster - are these ok? Could be a
bad earth to the whole cluster. If this is the case, unclip the bulb holder
and you will see an extra spade terminal near the top on one side. Run an
extra earth wire from this terminal to a suitable, clean, bolt on the body
inside the trunk. I would recommend doing this mod anyway as it will improve
things a bit.
Unplug the big connector at the bottom of the tail light cluster and look at
the pins - any look bad/burnt?
If that's no joy unclip the bulb holder, remove the turn signal bulb and
look at the contacts inside the bulb holder and the metal tracks which go to
them. Have a close look for any of the tracks lifting away from the plastic.
Then replace with a new standard bulb.
If the problem is not there, then I'm willing to bet it will be at the other
end of the wire, at the turn signal stalk or flasher unit.
