[urq] NAC: Oil level in an oil pan

It is true that the oil level in the sump must not touch the
crankshaft while the engine is running in order to prevent foaming of
the oil.

The more pertinent question in my mind is:  Is the oil level ever
allowed to reach the crankshaft when the engine is not running, i.e.
when all the oil that will drain back down has done so?

I would still think no, but don't really know.
