Well, if it was me, I would surely ask him why he did not install them on
the first place!

For what I remember __when I did mine last year__(...this sentence is only
there for self-congratulation purposes...), the lock plates cover the oblong
holes in the a-arm.

IIRC, there was a design change (around 1982-1983) where the camber
adjustment slots were moved from the a-arm to the ball joint tongue. Early
cars got a-arms slotted and the ball joints with round holes. Later, the
adjustment slots were in the ball joints and the a-arms got round holes.

I think the lock plates are used on car with the a-arms slotted only. Maybe
that's why your mechanic did not reinstall them.
