Should be fine as the ATF fluid is drained from the bomb.
Inside the bomb is a diaphragm. On the top of the diaphragm is nitrogen
under very high pressure. When the power steering pump runs, the bottom half
of the bomb (under the diaphragm) fills with ATF and compresses the nitrogen
even further. This gives you a reservoir of ATF under high pressure to give
power assistance on the brakes for a while if the pump dies or the engine
stalls.
If you take the bomb off without pumping the brake pedal, it's the ATF which
will squirt out at very high pressure and make the bomb take off like a
rocket.
You have already removed the ATF from the bomb, so only the nitrogen is
still in there, but it is held back by the diaphragm.
Bombs go bad as the nitrogen slowly leaks past the diaphragm until they
cannot hold enough pressure any more.

It was impossible to turn the bomb out with my oilfilter-spanner whilst
still in the car. So I had to drain the hydraulic reservoir (pumped the
pedal many times to discharge the bomb) and removed all banjo fittings /
lines connected to the pressure regulator. The bracket with the regulator
and the bomb still attached to it is now seperated from the car and now
ready to turn the old bomb out / new bomb in...
Now I'm a little worried: is the bomb still discharged? Can I safely turn it
out in the bench and screw the new bomb in?
