[urq] Discharging the bomb alternative

When the engine died and you need to brake or steer, the charged bomb supplies the extra assistance. Can I assume the bomb is discharged after such event i.e. this empties the bomb completely and the ATF level _must_ rise accordingly?

I ask because the normal 50+ applications test on the brake pedal failed (can't get no rock hard pedal and afraid to replace the bomb because it still might be charged, ouch)
