Ed,
Remove the passenger wheel and use 1/2"extensions multiple
with the right size punch. Attack through the hole for the
steering tie rods.

A punch of the right-size or a cut off nail.  Even a cut off
screwdriver of the right size.  Lots of PB Blaster and lots of
patience and some improvisation..
