[urq] Mysterious Brake Pedal Feeling

Is it hypothetical possible if the return hose from the Brake Pressure Regulator to the ATF container is leaking (flange), the bomb will refuse to built up pressure? 

I'm trying to figure out why the pedal feels firm and NOT hard when the engine is off and why the pedal can be pushed down relatively easy when the engine is running, making this zooming noise all the way to the bottom and while driving the initial feel is good, but starts getting hard after 2 applications and can't be feathered i.e. first nothing then full brake power, like it assists too much. 

I did the ABS test while driving and was able to lock the wheels.
I did the brake test after switching the engine off (while coasting) and came to a full stop.

I also did the Brake Servo leakdown test with running engine and after 3 minutes this amount came out in a 0.25l drink bottle (including what was left in the hose): http://www.moregraphics.nl/quattro/images/brakes/servo_1.jpg

Second running engine test: 1 drip every ~10 seconds.

Third test: at the moment I'm doing the overnight test per
