Jim,
agree with Martin here, decel = vacuum  Time to find what's pressurizing the 
sys.  PCV esay enough to check.  Hope its simple.

Are you sure it's under decel?
I've seen cars pushing oil throuhg PCV but that's due to excessive blow by
coused by broken piston rings.
Check your compression.
