[urq] Tool 3048

Anyone know where I can purchase or borrow tool #3048 (for setting the gear shift) preferably in the UK?
I have diffuculty shifting up from 3rd to 4th. The down shift is no problem. It's always been tricky but seems to be getting worse. I am fed up trying to fix it by trial and error and so thought the proper tool would at least a) get it right or b) rule out the shift and point to syncros. .I don't beleive it is syncros beause it is almost a dog-leg shift from 3rd to 4th - back and across to the left a bit. But I'd like to sort it once and for all. 1st to 2nd is sometimes a bit dodgy but I expect that really is syncros
The linkage is sound, as are the motor and gearbox mounts - all new in last 2 years or so.
Any pointers welcomed.
