Yes both are mm but IIRW, the first one is inside diameter and the second
one is the wall thickness of the hose itself.

A few years ago, I spent a while in the backstore of my FLAPS and I took 2m
of all sizes of all textile-braided hoses. The clerk there told me that some
sizes are specific to MB or VAG or Saab. The urQ uses 4 or 5 different sizes
of the smaller hoses, as you can see.
