I would not expect the HC to become warm to the touch.  Don't forget that the control cable may not be adjusted properly and that is why there is flow to the HC.  The temp control mechanism is rather odd on this car.

Guys-
If the temp slider is to no heat/full cold - should the heater core still
warm up?  Or does a warm heater core mean faulty heater valve?
