Verify that the "full cold position" on the lever is in fact closing the valve all the way. Sometimes the cable can slip in its holder and the valve will not be closed completely.

f the temp slider is to no heat/full cold - should the heater core still
arm up?  Or does a warm heater core mean faulty heater valve?
