having just done this job you know how tight a fit the core is into the box. I'd bet even with no weatherstripping around the core 95%+ of the incoming air must go through the core so I doubt that is the issue, getting hot coolant to the core more likely the issue. Also given the tstat should not be open on cold start, there should be little to no flow through the core at that time to cause any gurgling on a "full" core. Sure seems to point to an air bubble somewhere, maybe run the car on a good incline somewhere with all heat on. No heat at idle but heat when underway seems to say the airflow over the core is not there at idle but there when going. Is your fan and diverter flap working OK how about the heater control valve and cable?. When I did mine the bowden cable was a fair bit out of adjustment and not controlling the diverter door very well.

Early January, I replaced the heater core in my urQ. I also took the
opportunity to remove the useless evaporator coil, since AC is gone from my
car. Since then, when I start the engine, either cold or hot start, I can
clearly hear water gurgling in the heater core. There is no leak in the
area, or elsewhere in the engine compartment. Second observation, heat is
not up to Canada standards, make that Arctic in January, so while I drive up
north to Mecaglisse track, I must wear my winter coat. But there, while
lapping, plenty of heat to the tune of dialing back the temperature a bit.
Also, when idling, if I rev the engine a bit, the noise disappear.
