You can at least eliminate your wastegate and/or spring from the equation by unhooking everything from the WG and just let it operate on spring pressure. The spring alone should not allow the engine to produce high boost.
If you have everything unhooked from the WG and you still get high boost, you either have too much spring, or the WG is frozen shut.
If you have everything unhooked from the WG and boost is reasonable, then you have an issue with the plumbing to the WG, or the WGFV operation.

Aha! I don't think either of mine ('83 and '84) had the hose. I do believe
some of the primitive (read simple) wastegate controls (non-factory --
schrapnel knobben?) routed a hose to this fitting as well.
Ken, do you have the original PDF copies of the introduction and service
manuals for the Urq? If not I suggest you download them from Martin Pajak's
website. I don't have the address handy right now.
