[urq] removing old fuel from an urq that's been sitting

I did mine years ago and IIRC, the outlet tube at the bottom will empty it
just fine. It sits in a recess at the very bottom of the tank so if the car
is level, all the fuel will be removed. Unplug it after you siphoned the
majority of the fuel in the tank from the filler tube. Or run the fuel pump
for a few seconds...
