[V8] e-brake adjustment

Inoperational handbrake/emergency brake:
 
Speaking of the handbrake/emergency brake, my lever has been stuck in the flat and non-engaged position since I took ownership of the car over one year ago...the e-brake does not work at all, and the lever feels as though it's immovable even when pulling on it with a great deal of force.  The rear brake pads are good at 90%.
 
Short of rebuilding/replacing the rear calipers and the cables, are there any tricks that I should be trying that have worked for others on the list?
 
I personally could live without the e-brake, but it may prove difficult to get the car certified and insured without an operational e-brake.

return spring from the car and tried to make it provide a bit more tension
on the cable ... so far, so good!
