[V8] passing emissions with the V8Q

A mechanic buddy of mine has said he can make any car pass by adding
pure undenatured alcohol to the gas tank.  He says he's also run a
helium feed ahead of the cat.  Don't know about the legality of such
methods, but he claims 100% success in "getting cars to pass".  Testing
on a hot day is also helpful, but those are pretty rare right now, esp.
for y'all up north.  :)
