[V8] various TB questions

First, thanks for all the support that I got up to now.
I couldn't have got this far without it.
I gave my V8 last rights so I'm ready for the belt.
 
1.       Looking at the water pump, one bolt is obstructed by a piece
(cannot name it) that holds the Idle Stabil. Valve and some other stuff
with electrical connectors.
How do I remove that screw? 
 
2.       On pag 15-30-6 it says to insert setting tool 3204 below
mounting bolt .Also referenced on pag 15-35-2.
IS it needed?
 
3.    O pag 15-35-2 says to turn idler pulley eccentric using tool US
4493.  I do not have that either.
 
 
3.       Hall sensor. Mine is dirty so I can't figure out how to (or
where ) to pull on it ?I hear they break a lot.
Only the connector comes off ? Seems to have a small rubber boot on it.
